Phantoms are aggressive mobs that spawn and attack players who have not been sleeping for 3 days in the game. They will continue to spawn for as long as a player doesn't sleep, and the longer a player has gone without sleep they will spawn more frequently. However, they only spawn if the player is above sea level (y=64), and only if there are no blocks above the player that obstruct the sun. So in principle it's possible to go without sleep and avoid phantoms from spawning, or just spawn a few and keep them locked in a zoo-like viewing box.
